First the administrative questions:
- What exactly does the syslog show, when access is denied?
- Do Linux rights or other modules interfere?
- What are the exact ACL entries on the target DIR? Use
  acl_tlist <DIR/FILE>
- What does
  acl_rights -p -u <USER2> FD <DIR/FILE>
  show? 
  Or: is USER2 listed with correct rights in the "Who has rights" user list in
rsbac_acl_menu?
