And yet another -pre...

This one contains several fixes, e.g. for the bad_signal check removal (see
bugfixes).

- some fixes
- modifications for mount, might have to be changed again, because it still
seems to lock up sometimes
- RC, AUTH and ACL are now fully administrateable by everyone when switched off
or in softmode. Softmode still complains, though. This is the intended
behaviour, so be careful with switching and softmode.

As usual, I appreciate tests and reports.
