They do it, if patch is applied and CONFIG_RSBAC is selected. The problem is
that after each change to CONFIG_RSBAC you have to 'touch Makefile' or 'rm
include/linux/version.h' to get the latter remade.

Making this automatic would be a dirty hack to the kernel build system.
